The history of the flip flop is a tough subject - mainly because the history of the shoe is so arguable. I don't think it's really known who made the actual first pair of flip flops but the flip flop style shoe, usually referred to as a sandal, is one of the earliest shoe styles - especially in warm climates. The strap between the toe was an effective way to secure the shoe to the foot. Here are few links to the history of shoes, not flops specifically but you will see plenty of shoes that lead you to believe it was a popular style among those who first wore shoes... and again today they're back in style...
According to the Department of Podiatry, the earliest shoe was a thong.
They even offer a history of the sandal,
as well as a history of shoes.
