Question
When I set the background and foreground colors, nothing happens. Why don't the colors change?
Answer
You are changing the highlight colors in Options -> File Preferences instead of the file colors in Options -> Global Preferences.
Resolution
In your file, choose Options -> Global Preferences. Select Color and choose the foreground, background, and hypertext link color you need.
