4. The Program Should Be Flexible Enough to Employ Best Practices as They Develop
A state of the art drug testing program must employ best practices as they
develop. Just as the methods that violators employ to avoid detection are not static, neither are
these best practices. This may involve modification of the program as enhanced techniques, new
tests, and best practices evolve.
