3. There Should Be Adequate Year-Round, Unannounced Drug Testing
Adequate year-round, unannounced testing is essential to any effective drug
testing program. While strong sanctions for violators are necessary, those sanctions are
meaningless unless testing maximizes the chance that violators will be detected. If tests are
limited, predictable, or announced in advance, players can avoid detection and evade discipline.
The formulation of what is adequate is best left for determination by a truly
independent program administrator. It is likely that the appropriate amount of testing,
allocations between in-season and out-of-season testing, and allocation of resources between
targeted and random testing will not be static.
