The GAO assists congressional decision makers in their deliberations by furnishing them with analytical information. Many diverse methodologies are needed to develop sound and timely answers to the questions that the Congress poses. This paper defines one such method, content analysis, details how to decide whether it is appropriate and if so, how to develop an analysis plan. It also specifies how to code documents, analyze the data, avoid pitfalls at each stage and describes several software packages, such as askSam, that are useful for GAO audits and evaluations.
